72 rear bumper installation

I removed the bumper on the 72 to install the rear fog light. There is no gasketing between the paint and the back bumper brackets. Should there be. I can whip some up out of a roll of rubber roofing I have. Good/ bad, suggestions

heavy wall plastic pipe (3/4 or 1" OD, I think) and used 'em as spacers between bumper and body. Just use longer bolts to mount to the body. It won't save the rear panel from a major collision, but it might keep a kiss from an SUV from breaking taillights or bending the rear panel.

I also cut a 4x6" square of 3/16" steel plate and mounted that between the pipe and the bodywork, to spread the impact load.
