2002tii cold running - adjustment of mixture

My tii injection is set up according to the manual and the adjustment of the top hat and its travel are within spec. It starts w/o problem and runs beautifully when warm but has light misses / dropouts when cold.

 

Do the dropouts suggest a lean or rich condition when the engine is cold? I know that the dropouts indicates lean running when engine is warm but have read articles that say this means rich on a cold engine. 

 

How to adjust?  Thanks.
