new steering idler bushings

Installed new steering idler bushings, but the bushings don’t stay fully pressed in; they move back out a bit, especially the bottom one. (They were pressed in with a threaded rod.) When the top nut is tightened down enough to insert the cotter pin, the arm movement is extremely tight. Up until then, it spins freely. Suggestions?
