Low beam issue (no longer an issue)

For sure there's a bunch of hack wiring by the PO, but...

 

Everything was working correctly.  I removed a bunch of extra wires (and the e30 fuse box that was under the dash.)  I had cut power to the box months ago, so had little concern about removing it.

 

Shortly thereafter, my low beams are coming on with the switch to on / run position, very dimly.  With key on (fuel pump only) I have 0.4 volts at the fuse for the low beams- and now have nice city lights.  But the switch has no effect to turn them to 12V, they stay at 0.4V.

 

High beams work fine, flash high beams works fine, turn signals, running lights, all the rest is fine.

 

When cranking the engine to start, the 0.4V low beams stay on but flicker with the cranking.

 

Ok, so maybe the fuse box had a ground going through it.  I reconnected everything- still have 0.4V low beam all the time (run) and no proper low beam. 

 

Continuity from switch to connector under dash, connector to fuse.

 

Swapped relays as well as tested with 12V for relay function then resistance from 30 to 87 (0.1 ohms or so.)  All relays the same, tried swapping them anyway.

 

12V power directly into the wiring harness at relay's position, full low beams.

Sorted it.

 

Apparently not having my dash hooked up caused the issue.  Maybe I never noticed it before when I had the dash out as it's usually light outside if I drive the car when taken apart.  I do have an electronic speedo, but I have no idea what the actual deal is.  But with the dash / gauges back in everything is fine.
