More specifically, March 1966 until October-ish 1967 have silver “surrounds”. October-ish 1967 to April 1971 have black surrounds.

Interestingly, the early black surrounds, if scratched, will reveal the chrome plating underneath the black paint.  The chrome was blacked out on US cars (along with the chrome trim on the dash and the shiny silver wiper arms/blades) to meet US safety standards beginning in 1968 that didn't allow shiny chrome in the driver's view--to prevent sun dazzling.

I beleive the euro cars went from all chrome surrounds to just chrome around the leading edge and the US cars went all black.  Here's a reference picture of the restoration of my 1971 Cab's instrument cluster.  I had the leading edge and the instrument bezels "re-chromed" at http://gcartrim.com/.
