What would have been in that location originally on a thermal reactor car? The temp sender for the gauge is in the housing where the radiator hose attaches, and there's another one on the underside where the big coolant hose attaches to the intake manifold, which I assume is related to the smog equipment.

Temperature Switch T1, located in the intake manifold between runner 3 and 4.  Closed below 63 degrees F (17C), wired between choke relay and T2 Temperature switch (in water jacket of intake manifold), mounted in an insulated bushing.

Yes, T2 Temperature Switch, closed below 113F (45C), provides ground for EGR relay and choke relay.

As Simeon said it should be open hole and once removed no need to plug anything
