Are you talking about the 3 bolts that attach the strut to the steering arm at the bottom of the strut?  If so you need to revert to the standard torque values for an 8 MM bolt with a 1.25 thread.  8.8 rated bolts would be 19 ft/lb and 10.9 rated bolts would be 27 ft/lbs.  These should be assembled with Loctite or be safety wired (the factory used safety wire)

There's a Torque Spec Spreadsheet somewhere. That's where I got those numbers.

I concur with 16 - 17.4 per the blue shop manual. Here’s the google sheet of tightening torques I put together some years ago.
