Rear Bumper Swap - Mounting Options

I’m trying to figure out the best way to mount early style bumpers on the rear of my 75. The original holes were all filled and the car has been painted. What I failed to do was weld in a piece of iron to stiffen the rear panel like the earlier models. I have access holes drilled into the spare tire well and to the rear of the gas tank And can get a sleeve for a bolt but that doesn’t feel strong enough.

 

I was also considering cutting a slot from underneath the car to slide in a piece of steel similar to the bumper bracket so that at least I could sandwich the real panel between this new piece and the bracket.

 

Is there enough room between the rear of the car and the bumper to bolt from the bumper side? If I remove the nuts from the bracket and weld some on to the steel bracket can I get a wrench in between the car and the bumper?
