1970 Chamonix BMW 1600 [feeler]

My neighbor recently came in possession of a 1970 Chamonix 4 sp BMW 1600. The car was purchased by his father in law in 1985 and driven for a few years and then parked in the backyard in Nevada with a tarp over it until last week. I expected it to be rusty everywhere but it has very minimal surface rust only. The only major issue with it is that it's a sunroof car but it's missing the sunroof panel. The interior is dusty but original and in perfect condition. It has about 75K miles on it and they look original miles. They tried to tow the car by the front bumper and bent the bumper supports but nothing else. He put a battery in it and cranked it. The engine cranks but no spark. It's missing a couple of fuses and the gas is probably 20 years old so it wouldn't turn over. I talked to him and pending no back registration fees in Nevada he is willing to sell it for 2,600. Should I buy it? Any pointers or help is mucho appreciated.

Here's a window sticker from a 1970 1600-2 produced about 800 cars earlier (November 1969). I would guess that VIN 1571242 was manufactured in April 1970, but let BMW Archives confirm that (email to info.grouparchiv@bmwgroup.com).

Good guess! Here is what Julia Oberndörfer from BMW Archives wrote me:

 

The BMW 1600 US VIN 1571242 was manufactured on April 08th, 1970 and delivered on April 17th, 1970 to the BMW importer Hoffman Motors Corp. in New York City. The original colour was Chamonix, paint code 085.
