It is a regulator of some kind.  Looks like an old helium balloon filler, sometimes called a tilt-valve regulator.  Is the tip rubber?  Does it bend?

Are you guys sure it's not for propane injection to hop the thing up?  Probably add a couple hundred torques...

 

We've always joked about hooking up a pressurized air / O2 tank and plumbing it into the intake...  Hell with a turbo- just squirt some pure O2 in there...  Actually, we joked about doing it on a scooter.  But we also joked about a 24 hour endurance race on scooters.  That one we actually put some thought into.  We were going to buy PPIR (Pikes Peak Int'l Raceway) when it was for sale a while ago, make a new town called Pinit, have a race called the 24 Hours of Pinit...  We had long drives to the track...

 

*'Pin it' is akin to saying 'go flat' or 'pedal to the metal' when on a motorcycle- pulling the throttle cable all the way to the stop, aka pin.

Well there’s a system made just for you. The video is unbearably boring, but you get the idea in the first minute or two. This came up in my YouTube suggestions a few weeks ago.

That is exactly what I'm talking about.  But bolt it onto a Yamaha Zuma scooter... 850 hp from a Zuma...  (It's 4am)
