This is probably being used as a air compressor. I bought a 32 Chev business coupe that was set up as a field sprayer compressor with 1/2 the cylinders left in running condition and the others supplied compressed air thru the exhaust  it looked a lot like this set up.12919869_1006309922737787_32213083278264

Sheesh, the things people will do to (ruin) a car's suspension to achieve the LOOK they are after!

 

 

I'd say that's corrosion.  Stance would want the suspension mounting point higher.

That's a turbocharger impeller.  The cooling fan on a type 3 and 4 VW is much larger and doesn't have a band clamp.

Did they file the battery posts to get the cable barrel of the terminals installed. They must really have been in the shit and needed to paddle out.
