Colorado Emissions Fail: 76 2002

I recently purchased a 76 2002 that does not have any emissions equipment in place.  It won't pass the Colorado emissions test.  It has failed twice.  The technician at Clean Air Colorado, who happens to be a BMW enthusiast, told me it "needs more spark".  I'm currently installing Pertronix electronic ignition & MSD multiple spark system.  Anyone have any other ideas?  I'm eager to get my car on the road.

Definitely need more info. Is the carb jetted for altitude?

Is the emissions tech willing to forego the visual inspection? Normally you have to have the equipment listed on the emission sticker to even be considered.

By "more spark" could he possibly mean "more ignition advance"?

It's passed the visual inspection twice.  I think they see either the charcoal filter canister or the A/C compressor & think it's the air pump.

 

I don't know how it's jetted.  How do I tell?  What does it mean to be jetted for altitude?

 

When he elaborated on "more spark", the technician suggested Pertronix electronic ignition & MSD multiple spark system.  I'm having those two systems put on as we speak.  I hope to pick up my car tomorrow (Saturday) & get it re-tested.

Some more info:

 

The emissions failure reports say:
HC PPM:  1053.8 at idle (600 is the limit)
"High HC (hydrocarbon) reading s are a result of unburned or partially burned fuel."
 

CO%:  7.16 (2.00 is the limit)
"High CO readings occur when the air/fuel mixture is too rich."
 
The carb is a Weber 32/36.
 

The comment from the technician:  "Exhaust gas readings indicate a rich air/fuel mixture & a low spark output from ignition system."
