So my car has developed this tapping noise

History-

Just getting the tii back on the road. Seems that the rings are stuck or something- oil on Number 4 plug. Oil burning at when starting off at lights etc. Well recently the other day it developed this valve noise. Sounds just like a valve is adjusted loose- tap tap tap. Don't hear it at idle- just from 2000 up. I have double checked the clearance- just fine. It has been running rich and I wonder if it has a valve sticking due to carbon build up? Carbon due to ???? oil or rich condition? Valves, rockers , guides etc have less than 10,000.

Any other ideas?

What is causing my loud valve?

How do I get it right again?

Compression is good on all four. Higher on the oily cylinder when its wet. When its dry all are within 5 psi or so.
