The wiring diagram is your friend. I don't believe the high beam indicator requires feedback from the lights to complete the circuit so isolating them behind a relay should not affect your indicator.  I could be wrong but I believe it is all handled in the switch so I would start looking there.

I believe Funky is correct--the feed to the high beam indicator light comes from a terminal on the high/low beam column switch, and its circuit wouldn't be disturbed by installing relays on your high beam circuits. 

 

Find the correct wire on the wiring diagram, then remove the steering column surround to access the hi/lo switch wiring.   Connect a voltmeter to the correct wire and to ground.  Then flash your high beams and see if your meter goes from 0 to 12 volts. If it does, then it's either the bulb or the plug on the instrument cluster.  If there's no voltage at the switch, then I'd suspect the switch itself...they do get all gummed up inside, so maybe some cleaning would solve the problem.
