I have a problem with my carbs, they flood; fuel drips out of the horns.

 

Tested fuel pressure, it is 2,5 psi(adjustable, but set at 2,5, so it´s not the problem). If i hold the floats in top position, they don´t let any fuel through. The floats are not leaking, submerged them in a cup of water, no bubbles.They are plastic. When i put them back on, I think they flood, so the fuel drips out of the horns.What can I do?

No matter how much I adjust, they still leak. I suspect there is something off with the floats, because I can´t get them to 12 mm without bending the float tabs. Anyways, I tried to adjust and bend as much as I could to make them close as early as possible, I had maybe 15-16 mm clearing between the top and floats. Still leaking. 

 

When I tested one of the carbs, for maybe 20 seconds, measuring the fuel presure on the other(only one carb getting fuel) it did not leak. Adjusted the other one like the first, tested, and both were leaking.
