Can't help with the wheels but I am wondering what the 'hose' thing is snaking out from under the bonnet to the wheel hub.

According to the number plate on the car the photo can´t be too old. It´s an Austrian number plate from the city of Vienna, newest type that is in use from the year 2002 on. Old Austrian number plates in the 70s were black with white letters (some of you might know from the famous rallye VW Beetles of Porsche Salzburg Team).

 

You should try to contact 02 Club Austria, maybe they know the car or the owner is even a member of the club. I can help with tramslation if needed but e.g. Franz Dorfner, Werner Buchheim and Johann Fano I know personally and they can all speak english.

Wow those are some awesome looking wheels and that rally meter looks just like some stuff I've seen in Buses to measure how many miles they do a day.
