I am no 02 expert , I may be wrong, that looks just like a fork-frame block.

 

Used for shipping bike over seas, goes in the forks tangs to keep them from being squashed. I would put money on it, even has the two space set up on one side, to go into a small frame or large frame or the rear and the front axle. they don't have the same spacing but use one plastic part universally ......previous owner a bike mech?
