Dcoe 40 Float Level In Bowl

Do you have plastic or brass floats?  Brass floats are set at 8.5 mm and Plastic are set at 12.5.  it sounds like you have plastic floats and you have set them at the brass float level.  With the top off the fuel level should be well below 1/2 way.

Give them a shake and make sure there is no fuel in them.  Otherwise that should be the correct setting.  I have never measured the level with the lid off. changing the float level moves the static fuel level up/down the Emulsion Tube and changes the progression from Idle>main fuel circuits.  It can also make a huge difference while cornering.
