Trans Exhaust Bracket Washer Question

I'm replacing the trans/exhaust bracket and associated hardware on my 68 2002 and I noticed that #3 washer in the picture below (18 21 46 90 192) is shown as NOT required for an 02 but it's available and is required on some NK, E9, E12, E21, etc.   Anyone know why it's not used on a 2002?   Thank you, -Ben

#3 is needed as shown - it is just a nice plated flat washer

and #2 is the tube 'sleeve' that goes inside the rubber bushings.

Don't know what your seeing telling you that you don't need the washers

but you DO. Install parts as pictured, please.

Thanks CD.  All of the major searchable parts sources (Max, RealOEM, Penske) skip #3 on the written parts detail.  I referenced my orange Behelfs-Katalog 18/2 and discovered that #3 is PN is 18 21 46 90 192 -- When I double back and cross-reference this PN it does not show as being used on the 114 series.   This is why I'm confused.   At any rate, I ordered everything and will update this post once I assemble on the car.
