there is a reason cars don't have the shoulder belts mounted low like that anymore....it is not safe. in accident it pulls down compressing the spine. not good. same goes for all those harnesses that attach to the rear seatbelts.

shoulder belts should be mounted above or at least level with the top of the shoulder.

i would suggest adding a threaded boss to the b-pillar and getting a set of bluedevils new belts.

I have those holes there in that same exact location. It helps to not have interior panels in the back. For now, thats where the location will be. Any ideas on where to get the hardware? Or is this a body shop/mechanic specific thing?

what hardware? Mounting brackets? bolts, etc? They are available from aftermarket seat belts outfits. You can find them on ebay as well. All seat belt bolts are universal 7/16-20" SAE fine thread, lowes and HD have them (min grade 5) with 16mm (5/8") socket heads.
