why there is a chain between the clutch and brake pedal?

I found this 76 with bone stock except for this compraption, it looks like every time you depress the clutch it activates a valve connected to a vaccumm line, also there is some electrical connections from the valve to some sort of computer with lots of wires???

Anybody can guess what the deal is??

I bought the car for cheap, the shifter goes dogleg to the left with 5 more gears, car is not running so it is hard to tell, I am not getting too excited, but a 5sp cr would be icing on the cake. It looks original up to the original owners manual. More on this later.

I had a similar cruise control system, mfg. by Dana Corp., on my first 2002 because I drove between 30,000 and 40,000 miles per year. It was a real pain to install and the pedals don't make things any easier. I'm just finishing the installation of an aftermarket cruise control system on my '78 320i; a whole lot easier than the 2002 installation and didn't require the fabrication of any parts either.
