I just did this. I had the luxury of having the whole cluster out, I took the speedo off and took it completely apart.

You'll have to play with it to understand it, it's too much to explain in a simple post but I can tell you you can do it. All you need is patience. Simply disassemble 70% of it and once the locking tumblers are free just rotate them to the desired number. The rightmost ones control and flip the leftmost ones in order.

But illegal in many states. Others don't care, after a certain milage/yearage...

Take it apart, and look at the shaft that holds the wheels in place. It's staked in place by crimping the ends. If you file the crimp off, you can remove the shaft, and set those little wheels wherever your little heart desires.

But recrimp it when you're done...
