If you are allowed access.

If not, get the right tool for the job.

They have short drill bits made just for removing blind rivets.

Use a thin center punch to push the "nail"(the "pop" part of the rivet) through first. Then drill out the softer rivet part.

Trying to drill them with the "nail" part still in the center makes the drill want to wander all over.

I think I too would drill em. Just do enough got the head to come off and the gently remove the flare. Or are you going to try to replace them with fasteners one at a time?

the rivet so if the drill does skitter, it won't hurt the paint. And start your drill slowly (presuming a variable speed drill) until the bit is established in the hole it's creating.

This also works when you're drilling holes to mount an outside mirror...
