Throttle/Gas Pedal Headache

Rebuilt almost the entire car and gas pedal giving me the most trouble. Had to have pan on drivers side replaced and the 2 balls that the pedal attaches to had bolts welded to them and drilled holes in floor to mount them. Sounds reasonable but the pedal will not stay in place. I have new plastic bushings on linkage. new pedal and slick tape. I have raised the ball mounts up and down with washers, etc. No matter what i do the pedal will not stayin place. Any suggestions? Measurements or photos of where the ball mounts are supposed to be might help.THANKS!

cut the ball mounts off. bolt a cabinet hinge to floor and back of pedal. done.

whomever designed that ball mount system should be tarred and feathered.
