With the engine off, remove the air cleaner and look into the throttle body while you move the linkage. After full throttle (WOT), let go of the linkage to see if the butterfly closes all the way.

1) Are you using the correct throttle return spring that is under the plenum?

2) Is there a dab of lubricant at the base of the vertical shaft of the linkage where it rests in the divot of the KF pump?

Pardon the pun, but something smells fischy.

BTW - Photobucket is down for maintenance - cannot post pics :(
