No top end--what's that indicate?

My 67 1602 has no top end. When I hit any fairly steep hill it starts chugging. I know the engine needs an overhaul and it's only 96HP, but to squeeze more from the engine, what can I get to help? Better crank and bigger pistons? It's pretty gutless over 60 or so right now. Or should the overhaul do the trick and forget the goodies? Thanks.
