Subject: idle speed screw and hesitation question

where is the idle speed screw. I have the weber manual and only see the idle mixture screw. is it called something else? I have hesitation when climbing hills what do I need to do to tune this out? Can I tune this out?

The Weber book references and idle speed screw, is there no such thing? CD thanks for the float level diagram. Is there a special tool to measure air flow into each carb? If so where do you get it at?
