Spiderwebbing sounds like the old paint/primer layer is brittle and would tend to delaminate when sanded off. You could sand the spiders down to bare metal, but there will likely be an edge to the old paint layer. At least that's what happened to me when I removed old 02 paint.
There may be an advanced body trick, but I as an amateur, I was unable to find a way to make the old paint edges go away (and new paint does nothing to cover them up). I would be interested to see if anybody has any tricks.
For a 20' paint job to abate the rust, I would sand to metal, acid etch prime and paint.
