In my experience it works like this...
You -> VISA -> Paypal -> Al Crook
Paypal is acting as a vendor on behalf of Al. You have 2 options. Ask PayPal for the money back Go directly to VISA.
In my case I went to Visa when PayPal was kind of wishy washy and I was being screwed by a guy I hired to tow my trailer home. Not sure what the limitations are on VISA BUT as I understand it - if you use your VISA, MC or AMEX to order something and it is not received then you do not have to pay.
Visa will reverse the charge to PayPal and then PayPal will go after AL when money hits his account. |
unfortunately i've had several bad experiences on ebay that involved paypal transactions...i don't even bother disputing it with paypal...they have no interest in anything except keeping as much money in their interst bearing account as possible...i alway dispute it with the credit card company and have never been denied...i've used a bank card and amex and by far amex is the fastest reversing a charge...as soon as you dispute it with the credit card issuer, paypal will lock down the other guys account
you might check with your credit card issuer to see if there are any time limitations on filing for reversal of the charge...i doubt it, the credit card company's in your favor
never use your checking account to fund a paypal account...you have no recourse except to rely on paypal
