Just like any source of information their is the good and bad. I have owned 4 tii's in 35 years and none of them have had the front snorkel. If the car you are looking at has the tii vin with all the options and still has the snorkel it can only mean two things in my opinion.
A) The car was involved in a front end collision and was replace with a standard 2002 nose.
Or
B) You have someone trying to pass the car off as a wannabe tii.
There is an argument that the factory may have ran out of the correct body type ....
Again my opinion is if it has a snorkel it's not a tii.....Any thoughts out there????

Id shoot more at the VIN rather than the snorkel for it being a tii. Id say your right on the money with the front end collision arguement.
