http://sacramento.craigslist.org/car/602222335.html Must be nice for your neighbor to give you a 2002. It sounds like the car was not registered non-op so DMV back fees/penalties are due. I would check with DMV to see how much back fees are owed. If you take the car out of state, it's not an issue.

I'm currently 11 time zones away from the west coast so sorry, can't do. I'm guessing that if you took the plate number into the local DMV that they could tell you.
