Replace the engine block grounding strap. Even if it tests OK, just replace it. They are cheap. I went nuts trying to track that down on my car.

I soaked mine in mineral spirits to dissolve the gunk. Just make sure it is really dry before you put it back in. Seemed to work OK for me.
