I've heard this can happen if the head has been shaved slightly and an equal amount isn't shaved off the timing chain cover. Not sure why or if it would leak from the second bolt hole though.

I've heard a baseball bat is a good tool to "roll" your fender lips, if thats what you mean. I've never tried it as I've stayed with 13" wheels.
