yep, there's something wrong with the washer pump relay (round thing). Check if the wires are hooked up correctly and use that voltmeter to see if any unwanted wires are hot.

| Just get a Miller. They are very good welders that depreciate very little over time. You can always resell the thing later if there is no use for it. |

Those are OK for the job you are describing. I have used a Miller 150 myself, and those can be had for $500 used and resold for the same dollars faster than the clarkes.
