First, you did not state whether your car is still factory stock with the original Solex carburettor.  If not, and you are not using a Weber specifically approved for your car, you are shooting in the dark.  
Its been decades since I looked at a stock 76.  Are you sure you are not referring to the "secondary crankcase ventilation hose" depicted in this diagram?

I am doubtful the "stinkyness" is as a result of the tiny port off the filter assembly as opposed to some more direct source from the intake.

As depicted in the diagram, there seems to be a vacuum port attachment, yet I thought the tube was somehow connected to the carbon canister on the passenger fender apron.  I do not believe the fitting actually controls any device.  I do not have access to a manual at present, otherwise I would look it up.  Bet you will find it there.  Expect CD (Sorry he sold it!) may have the definitive answer!
